With the dispatch of qualified specialists as development workers, GIZ contributes to the sustainable improvement of living conditions of people in developing and transition countries. • Job-ID: V000047102 • Location: Kisumu • Assignment period: 12/01/2021 – 12/31/2023 • Field: Governance • Type of employment: full-time • Application deadline: 10/24/2021 Job description The programme supports district partners by providing technical, strategic and methodological advice to district governments on strengthening, improving and streamlining good governance along the anti-corruption chain and within the programme’s thematic focus in the districts. Cooperation and coordination between relevant programme stakeholders and the districts will be facilitated and reinforced through awareness raising and education events for citizens in the districts. Your tasks • Build capacity for partner counties, provide technical, strategic, and methodological advice to 3 County Governments • Oversee the implementation of work plans for the counties; Facilitate organization of capacity development, seminars, meetings other relevant activities • Enhance collaboration and coordination amongst the 3 counties with other programme partners in close coordination with other advisors of the programme on matters to do with finances, monitoring expenditures and cost control to ensure value for money in the delivery of the commission • Cooperate closely with advisors in the team to identify, implement and coordinate activities interlinked with other work areas that relate to the 3 counties • Support the programme manager in planning, coordination, and organisation of project activities, selection and steering of national and international short-term experts for the work area; give regular briefings to the programme manager on relevant developments in the respective work areas • Closely cooperate with and support the advisor responsible for Monitoring and Evaluation, information and knowledge management in the programme and provide information, data, figures and reports necessary for information and knowledge management in work area • Support the programme manager in donor coordination and aid effectiveness, to ensure better utilization of the German contribution in the work area Your profile • University degree in a subject relevant for the position such as economics, law, political science, public administration • Several years of relevant professional experience in international, regional, and national cooperation in the areas of governance, anticorruption and working in devolved governments is required • Experience in providing policy, technical, strategic, and methodological advice to state and non-state actors in the governance and anticorruption sector as well as practical experience in working in or with the government institutions required • Experience in the development of capacity development strategies, in particular Human Capacity Development • Working experience in international development cooperation and knowledge of GIZ technical cooperation would be an advantage • Strong interpersonal and communication skills. Ability to work in a multicultural team as well as high political sensitivity • Experience in and ability to work efficiently in a multi-cultural team is essential for the cooperation and coordination requirements of this programme • Fluency in English and German Location information We are pleased to offer you a first impression on topics such as climate, shopping and services, the school situation and health care in Kenia. The duty location is Kisumu County. Kisumu is the third largest city in Kenya, located in the western part of Kenya and roughly seven hours driving distance and 1 hour flight from Nairobi. The supply situation in Kisumu is good, all products of daily use can be bought in supermarkets. Kisumu has a number of local hospitals that can perform standard procedures, more difficult procedures can be performed in Nairobi. There are international schools in Kisumu. The security situation requires heightened vigilance. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. GIZ runs a professional security risk management system in the field of deployment. The working environment is subject to special restrictions on the freedom of movement. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment.
